Background
Nepal Partnership for Children and Youth in Peacebuilding was formed involving national and international organisations which are working with Children and Youth in Nepal including: Alliance for Peace, Jagriti Child and Youth Concern Nepal (JCYCN), Save the Children, Search for Common Ground, World Vision International Nepal, and Youth Network for Peace and Development, Mahottari (YNPD, Mahottari). It was established to assist and promote a structure of collaborative learning and action in designated local and national contexts. This in turn will contribute in developing linkages at the global level. There is a need to explore the potential of children and youths, and define their contribution in peacebuilding. To address this challenge, multi-agency, multi country, multi donor evaluation was undertaken to assess existing peacebuilding practices involving children and youth, and to build a rigorous evidence base on the quality and impact of children and youth participation in peacebuilding. The findings of the evaluation will be used to help strengthen the impact and architecture of peacebuilding programs.
Introduction
"National Level Sharing Program" was organized by Nepal Partnership for Children and Youth in Peacebuilding on 29th June, 2015 at Royal Banquet, Tinkune. The program was jointly organized by consortium partners: Alliance for Peace, Jagriti Child and Youth Concern Nepal (JCYCN), Save the Children, Search for Common Ground, World Vision International Nepal, and Youth Network for Peace and Development (YNPD) Mohattari and was managed by LEAD International Pvt. Ltd. The program aimed to highlight the major findings and recommendation of the recent multi-agency, multi-country, multi-donor (3M) evaluation to identify and assess peacebuilding practices in Nepal. The evaluation was undertaken from January to March 2015, and was conducted in 4 districts of Nepal: Doti, Rolpa, Nawalparasi, and Mahottari. The program also featured the launch of Country Evaluation Report.

The opening of the National Level Sharing Program began with warm welcoming and chairing of distinguished guests from Ministry of Children, women and social welfare, National Planning Commission, National Human Rights Commission and National Coalition for Children as Zones of Peace and Child Protection (CZOPP) etc. and the consortium partners.
Mr. Yubakar Raj Karnikar, Director of Programs from Search for Common Ground welcomed the participants stating that it was a matter of great joy to have the opportunity to share the findings of the evaluation with them. He gave a brief description about the survey and highlighted that this evaluation was particularly different from others because it involved not only the experts but a rigorous participation of local stakeholders, youth and children as an

evaluating body. He also stressed that its major strength and unique point was its collaborative approach which included 6 different organizations working together as consortium partners.
Mr. Dev Bahadur Ale, Nepal Steering committee member gave an introduction to the Children and youth participation in peacebuilding (CYPP) Project. He briefed about global partnership and how it was formed. He shared that in 2012, after the international summit on youth and children in peacebuilding, the need for creating a network of youth and children working in this issue, was identified. Following which he shared, the consortium of various INGO and NGO was formed to increase their reach at the global level. He informed that this evaluation was the first initiative of the global partnership group and explained that the vision of this consortium was to recognize the role of youth and children in peacebuilding and promote their contribution in the peacebuilding efforts. He also discussed the evaluation 3M approach: Multi country, Multi donor and Multi agency targeted to strengthen the advocacy, voice and reach of youth and children in peace building. He gave a brief overview about the evaluation purpose, timeline of the evaluation and various approach of evaluation. He emphasized on how the evaluation was focused to be child friendly and that the data collection, analysis and evaluation were all done with inclusive participation of children and youth. He shared the evaluation management structure of global partnership and highlighted the research methodology of the evaluation which included child friendly tools of both qualitative and quantitative nature. He also stressed on the evaluation's statistical significance and participative methods.

Experience sharing by Local Evaluation Team (LET) members
Mr. Sher Bahadur, Member, Local evaluation team (Rolpa district) expressed that being involved in this evaluation has been a great source of motivation for him. He shared that while the use of various evaluation tools like body mapping, timeline etc. seemed easy at first, it was in fact a challenging task. He was however joyous and expressed his gratitude for the support he received from the project staff due to which he shared that they were able to successfully conduct and complete the evaluation. He discussed the findings of evaluation from his districts and recommended the need for child friendly policies which would enable them to further the peace building efforts and the role of children and youth in it. Mr. Hem Raj Joshi, Member, Local evaluation team (Doti district) conveyed his gratitude for having given the opportunity to be actively involved in the project. He highlighted youth's high engagement in community leadership and the important role they play in society's important decision. He quoted instances like that of youth's contribution in fighting Cheupadi and in increasing education awareness. He discussed about the importance of increasing participation of youth and children in Village Development Committees and District Development committees as they have a significant contribution and a role to play in society. Lastly, he also like Mr. Sher Bahadur recommended the need for policies that promote youth involvement in the village, district and national level.
Ms. Jamuna Kharel, Member, Local evaluation team (Nawalparasi district) described about their involvement in the project, their district level finding and recommendations based on the findings. She shared that the evaluation process gave them an in depth and wide knowledge on the involvement of youth in peacebuilding which they were priory unaware about. She explained the range of peacebuilding activities which include school level awareness programs, youth radio programs, community awareness programs, saving programs and debate competitions etc. Due to geographical difficulties, school engagements of respondents and other problems, evaluation was indeed a challenging task, she shared. However, she triumphs the good level engagements of youth and children they could harbor. She also highlighted that awareness programs like against drug abuse, child marriage and domestic violence have largely contributed to promote peacebuilding. Ms. Kharel was grateful to have got the opportunity to work with the local organization, and expressed that this engagement has motivated and empowered her and led her to become the member of US embassy, youth advisory committee. She suggested that the engagement of youth and children in school management

committee, village development committee etc. and not only in youth club, child club, can also create a conducive environment for peacebuilding and specially fostering dialogue with political groups, youth and children can help promote this process. Mr. Akwar Ansari, Member, Local evaluation team (Mahottari district) shared that this project has largely motivated them to increase activities and organize programs focused on children and youth. He delightfully shared that their evaluation skills have improved after their engagement in the evaluation. He also acknowledged their realization of the importance of documentation and record keeping. He stated that this evaluation has significantly helped children and youth gain recognition for the contribution they make in promoting peace. He shared that the children and youth have become aware and empowered, able to access government funds at local level in order to promote and support their peacebuilding efforts.
Mr. Bibhuti Bista, Country Evaluator of National, Partnership for Children and Youth in Peace Building gave a brief overview of the key findings of the evaluation. He highlighted four major themes of the findings namely: i) aware and active citizens for peace, ii) increased peaceful co-habitation and reduced discrimination, iii) reduced violence and iv) increased support to vulnerable groups. Mr. Bista also explained about the factors, principles, and overarching findings of the evaluation. He also focused his presentation on discussing the recommendation from the findings, among which one of the recommendation stated the importance of undertaking peace building as a crosscutting issue in the development process.

Mr. Krishna Subedi, CZOPP, shared that he was delighted to know about this initiative and commended the importance this research has given to peace building. He highlighted the significance of collaborative campaign and discussed its importance for advocacy. He also shared the need to address youth and children's issue in constitution building. Additionally, he expressed his hopefulness for a child friendly constitution and belief that their efforts have contributed in building one. He also added that the evaluation would provide information on best practices of peacebuilding in other countries from which Nepal could learn. Mr. Subedi ended on a positive note focusing the strength of synergy and collaboration in peacebuilding efforts.
Dr. Bimala Rai Paudel, Member, National Planning Commission gave her insight on peace building. She explained that it was extremely important to address the main cause of conflict and even if there is conflict, the focus should be on addressing the problem and minimizing its effect. She shared that school is an importance place to impart collective values but before one starts a school, he is differentiated. This is what she explains becomes a main cause of conflict. She suggested on focusing on how one can prevent conflict and stated it as a plea to not only the audience but to the government. Dr. Paudel further emphasized on importance of challenging adolescent youth to become progressive while also creating ownership. She affirmed that the government policies and provisions are in fact very good but lacked effective implementation. She shared that the focus should not just be on forming new policies but in developing mechanism for implementing policies effectively.
Dr. Kiran Rupakheti, Ministry of Women, Children and Social Welfare stated that this study was timely and relevant. He explained that peace is needed everywhere and every time. It is an important factor for development. He agreed that youth and children have a major role to play in peacebuilding and stressed that this big unit, network and force of child club and youth should be used in peacebuilding. He also suggested to highlight limitations and to incorporate feedbacks. He expressed that the gap between expectation of the citizens and the government had created cynicism among the citizens. But since we are the ones who make the government, we need to learn to have practical expectation, he shared. Dr.

Rupakheti was glad and commended that unlike others reports this report was based on a positive perspective.
Mr. Tarak Dhittal, CCWB shared that this evaluation had helped him in better understanding the conflict situation and peacebuilding efforts in Nepal. He stated that the participation of children and youth is important in peacebuilding but one should not undermine the role of other stakeholders in peacebuilding. He further added that their roles are not only limited to peacebuilding but extends to nation building as well. However, Mr. Dhittal warned that in doing so one should be cautious not to create little adults.
Mr. Gauri Pradhan, Former Member, National Human Rights Commission shared that the findings can be helpful for international sharing as well as for exchange of best practices between different countries on peace building. Children and youths are an important part of peace building and so the finding shows a very positive outlook towards the impact. The findings showed four positive factors which is; cooperative efforts of peace building, decreasing conflict instances, crime against children and women are decreasing and vulnerable communities have increased support system in peace building. Further, Mr. Pradhan also said that findings in themselves are not important but the reason behind i.e. the strategies and intervention that lead to the positive findings are important. It is important to highlight the action based intervention that led to the findings which would help acknowledge challenges and good efforts. Having worked in youth intervention himself he said that the new generation is always progressive than the old generation. The opitimism shared and carried by the youth is extremely important and worth commending for. He expressed his commitment towards this movement, and wish for its positive discourse. Mr. Suresh Thakur, Youth Network for Peace and Development ending the sharing session thanked everyone from the steering committee members to the LET coordinators, country evaluator and partnership coordinator for being a part of the event. He also expressed his gratitude to the whole team of Nepal partnership children and youth in peace building for sharing their findings of their evaluation and highlighting their key findings.
Conclusion
The program was an informative platform which highlighted the major findings of the evaluation. The sharing and learning of the evaluation experience from the LET coordinators and the launch of the country evaluation report was the key part of the whole program. The remarks by distinguished guests were also well received by the primary stakeholders and the partner organizations. The program was well attended by participants from various districts, primary stakeholders and partner organizations. All in all, the entire program was successful and was able to gain commitment from key people to use the evaluation findings for the progress and development of youth and children in peace building.

He shared the evaluation management structure of global partnership and highlighted the research methodology of the evaluation which included child friendly tools of both qualitative and quantitative nature. He also stressed on the evaluation's statistical significance and participative methods.

Experience sharing by Local Evaluation Team (LET) members
Mr. Sher Bahadur, Member, Local evaluation team (Rolpa district) expressed that being involved in this evaluation has been a great source of motivation for him. He shared that while the use of various evaluation tools like body mapping, timeline etc. seemed easy at first, it was in fact a challenging task. He was however joyous and expressed his gratitude for the support he received from the project staff due to which he shared that they were able to successfully conduct and complete the evaluation. He discussed the findings of evaluation from his districts and recommended the need for child friendly policies which would enable them to further the peace building efforts and the role of children and youth in it. Mr. Hem Raj Joshi, Member, Local evaluation team (Doti district) conveyed his gratitude for having given the opportunity to be actively involved in the project. He highlighted youth's high engagement in community leadership and the important role they play in society's important decision. He quoted instances like that of youth's contribution in fighting Cheupadi and in increasing education awareness. He discussed about the importance of increasing participation of youth and children in Village Development Committees and District Development committees as they have a significant contribution and a role to play in society. Lastly, he also like Mr. Sher Bahadur recommended the need for policies that promote youth involvement in the village, district and national level.
Ms. Jamuna Kharel, Member, Local evaluation team (Nawalparasi district) described about their involvement in the project, their district level finding and recommendations based on the findings. She shared that the evaluation process gave them an in depth and wide knowledge on the involvement of youth in peacebuilding which they were priory unaware about. She explained the range of peacebuilding activities which include school level awareness programs, youth radio programs, community awareness programs, saving programs and debate competitions etc. Due to geographical difficulties, school engagements of respondents and other problems, evaluation was indeed a challenging task, she shared. However, she triumphs the good level engagements of youth and children they could harbor. She also highlighted that awareness programs like against drug abuse, child marriage and domestic violence have largely contributed to promote peacebuilding. Ms. Kharel was grateful to have got the opportunity to work with the local organization, and expressed that this engagement has motivated and empowered her and led her to become the member of US embassy, youth advisory committee. She suggested that the engagement of youth and children in school management

committee, village development committee etc. and not only in youth club, child club, can also create a conducive environment for peacebuilding and specially fostering dialogue with political groups, youth and children can help promote this process. Mr. Akwar Ansari, Member, Local evaluation team (Mahottari district) shared that this project has largely motivated them to increase activities and organize programs focused on children and youth. He delightfully shared that their evaluation skills have improved after their engagement in the evaluation. He also acknowledged their realization of the importance of documentation and record keeping. He stated that this evaluation has significantly helped children and youth gain recognition for the contribution they make in promoting peace. He shared that the children and youth have become aware and empowered, able to access government funds at local level in order to promote and support their peacebuilding efforts.
Mr. Bibhuti Bista, Country Evaluator of National, Partnership for Children and Youth in Peace Building gave a brief overview of the key findings of the evaluation. He highlighted four major themes of the findings namely: i) aware and active citizens for peace, ii) increased peaceful co-habitation and reduced discrimination, iii) reduced violence and iv) increased support to vulnerable groups. Mr. Bista also explained about the factors, principles, and overarching findings of the evaluation. He also focused his presentation on discussing the recommendation from the findings, among which one of the recommendation stated the importance of undertaking peace building as a crosscutting issue in the development process.

Mr. Krishna Subedi, CZOPP, shared that he was delighted to know about this initiative and commended the importance this research has given to peace building. He highlighted the significance of collaborative campaign and discussed its importance for advocacy. He also shared the need to address youth and children's issue in constitution building. Additionally, he expressed his hopefulness for a child friendly constitution and belief that their efforts have contributed in building one. He also added that the evaluation would provide information on best practices of peacebuilding in other countries from which Nepal could learn. Mr. Subedi ended on a positive note focusing the strength of synergy and collaboration in peacebuilding efforts.
Dr. Bimala Rai Paudel, Member, National Planning Commission gave her insight on peace building. She explained that it was extremely important to address the main cause of conflict and even if there is conflict, the focus should be on addressing the problem and minimizing its effect. She shared that school is an importance place to impart collective values but before one starts a school, he is differentiated. This is what she explains becomes a main cause of conflict. She suggested on focusing on how one can prevent conflict and stated it as a plea to not only the audience but to the government. Dr. Paudel further emphasized on importance of challenging adolescent youth to become progressive while also creating ownership. She affirmed that the government policies and provisions are in fact very good but lacked effective implementation. She shared that the focus should not just be on forming new policies but in developing mechanism for implementing policies effectively.
Dr. Kiran Rupakheti, Ministry of Women, Children and Social Welfare stated that this study was timely and relevant. He explained that peace is needed everywhere and every time. It is an important factor for development. He agreed that youth and children have a major role to play in peacebuilding and stressed that this big unit, network and force of child club and youth should be used in peacebuilding. He also suggested to highlight limitations and to incorporate feedbacks. He expressed that the gap between expectation of the citizens and the government had created cynicism among the citizens. But since we are the ones who make the government, we need to learn to have practical expectation, he shared. Dr.

Rupakheti was glad and commended that unlike others reports this report was based on a positive perspective.
Mr. Tarak Dhittal, CCWB shared that this evaluation had helped him in better understanding the conflict situation and peacebuilding efforts in Nepal. He stated that the participation of children and youth is important in peacebuilding but one should not undermine the role of other stakeholders in peacebuilding. He further added that their roles are not only limited to peacebuilding but extends to nation building as well. However, Mr. Dhittal warned that in doing so one should be cautious not to create little adults.
Mr. Gauri Pradhan, Former Member, National Human Rights Commission shared that the findings can be helpful for international sharing as well as for exchange of best practices between different countries on peace building. Children and youths are an important part of peace building and so the finding shows a very positive outlook towards the impact. The findings showed four positive factors which is; cooperative efforts of peace building, decreasing conflict instances, crime against children and women are decreasing and vulnerable communities have increased support system in peace building. Further, Mr. Pradhan also said that findings in themselves are not important but the reason behind i.e. the strategies and intervention that lead to the positive findings are important. It is important to highlight the action based intervention that led to the findings which would help acknowledge challenges and good efforts. Having worked in youth intervention himself he said that the new generation is always progressive than the old generation. The opitimism shared and carried by the youth is extremely important and worth commending for. He expressed his commitment towards this movement, and wish for its positive discourse. Mr. Suresh Thakur, Youth Network for Peace and Development ending the sharing session thanked everyone from the steering committee members to the LET coordinators, country evaluator and partnership coordinator for being a part of the event. He also expressed his gratitude to the whole team of Nepal partnership children and youth in peace building for sharing their findings of their evaluation and highlighting their key findings.
Conclusion
The program was an informative platform which highlighted the major findings of the evaluation. The sharing and learning of the evaluation experience from the LET coordinators and the launch of the country evaluation report was the key part of the whole program. The remarks by distinguished guests were also well received by the primary stakeholders and the partner organizations. The program was well attended by participants from various districts, primary stakeholders and partner organizations. All in all, the entire program was successful and was able to gain commitment from key people to use the evaluation findings for the progress and development of youth and children in peace building.
